今回のコラムは、麻生_ローゼン太郎前外務大臣の肝いりで
今年創立された「国際漫画賞」、そして
日本における「外国マンガ」の扱いについてでした。

日本は外国マンガを受け入れる必要がある
「マンガの故郷である日本として、海外の新鋭マンガ家にノーベル賞のような賞を与えたい。」
マンガ愛好家として知られている麻生太郎元外務大臣の言葉は現実のものとなり、国際漫画賞は今年設立された。
この賞が作品が和訳されたか否かに関係なく、外国人の芸術家で2006年までに発表された全てのマンガを対象としているので、麻生は、それが「信じられない賞」であると彼の著書『とてつもない日本』に書いた。
しかし、あらゆる国や地域、言語のマンガ家による、世界中のマンガ作品について言及しているので、本当に、国際漫画賞がユニークだ。

4人の受賞者が日本に招待され、そして、授賞式は彼らの国や地域で広く報道された。
しかしながら、主催国自身ではそれは、あまり話題にも、またニュースにもならなかった。
日本の人々は、訳された「孫子兵法」以外の受賞作品を読む機会を持っていないようだ。
受賞者は在日中にいくつかの出版社を訪問したが、彼らの作品を出版しても構わないと考える会社はないことを知っている。
出版社は、経験から外国マンガ作品があまり売れないことを学んでいたからだ。
日本のマンガはアジア、ヨーロッパ、そしてアメリカで広く読まれ、そして、「マンガ」は国際的な用語になりました。
しかし、日本人の読者は他国の作品を明らかに少ししか手にせず、麻生が言ったように、日本はマンガの故郷なのだという強い誇りを持っている。
来年、そして将来の国際漫画賞に、2つの提案をしたい:
受賞作品のマンガが日本の読者に読んで貰えるような仕組みを作ること;
そして、審査員に日本人以外の人を加えることだ。
私は、「マンガ超大国」が権威のある賞を創設しようとすることが悪いと思わない。
しかしながら、もし心の狭い「文化的な愛国心」としてレッテルを貼られるような、誤った動きがもしかしたらあるのでは、と、いうことを恐れている。
日本の現代のマンガ自体が外国文化によって影響を受けたことを、私たちは忘れてはならない。

かなりいい加減な訳ですが、
つまり、せっかく国際漫画賞を設けても、
それを目にしたり、話題にしたりするような土壌が
主催国の日本自身に備わっていないのが問題だ、
といった事が書かれていたようです。

確かに、私も外国の作品に手を出したことは
まだありませんし。

でも国内作品だけでも余りに多すぎて、
手が回らないというのも実情なのかもしれません。
こんなにマンガを出版している国自体、
世界中を探してもないでしょうから。

"As Japan is the home of manga, I want to award a Nobel-like prize to rising artists overseas." The International Manga Award was established this year, fulfilling these words by former Foreign Affairs Minister Taro Aso, who is known as a manga lover.
It's an "incredible prize," Aso wrote in his book, Totetsumonai Nippon, because it covers all manga released in or before 2006 by foreign artists--whether the works were translated into Japanese or not.
Among world manga competitions, France's annual Festival Internationale de la Bande Dessinee is recognized as the best. In January this year, the festival honored Japanese manga creator Shigeru Mizuki, known for his Gegege no Kitaro series. However, it covers only comics that have been translated into French.
For cartoons, there are a few international prizes, including the Yomiuri International Cartoon Contest.
But in the world of comics, the International Manga Award is truly unique as it covers works by artists of any country, region and language.
I was surprised at the swift action of the organizers, as the establishment of the award was officially announced on May 22 and the prize-giving ceremony was held on July 2.
During that short period, the organizers received 146 comics from 26 countries and regions.
Members of the Tokyo-based Japan Cartoonists Association selected 19 entries from 12 countries and regions, which were then translated into Japanese and screened by judges, including manga creators Machiko Satonaka, Tetsuya Chiba and Takashi Yanase.
The best prize, the Foreign Minister's Award 2007, was awarded to Sun Zi's Tactics by Lee Chi Ching from Hong Kong. Encouragement prizes were given to 1520 by Kai, also from Hong Kong; Le. Gardenie by Benny Wong Thong Hou from Malaysia; and Hollow Fields by Madeleine Rosca from Australia.
The four laureates were invited to Japan, and the ceremony was widely reported in their home countries and regions.
In the organizers' own country, however, it wasn't talked about much and didn't make news.
People in Japan are not likely to have the chance to read the prize-winning comics, except for Sun Zi's Tactics, which has been translated into Japanese.
During their stay in Japan, the laureates visited several publishing companies, but I understand that none of the companies were willing to publish their work. I think I know why--publishers have learned from experience that foreign comics don't sell well.
Japanese manga are widely read in Asia, Europe and the United States, and "manga" has become an international term. But Japanese readers apparently care little about works from other countries, and just get a strong feeling of pride--Japan is the home of manga, as Aso said.
For the award next year and on into the future, I would like to make two proposals: build a system to ensure prize-winning comics are read by readers in Japan; and include a non-Japanese as a judge.
I don't think it's bad for the "manga superpower" nation to want to establish an authoritative award. I'm afraid, however, if there is one wrong move, it will just be labeled as narrow-minded "cultural nationalism."
We should remember that Japan's modern manga itself was inspired by foreign culture.
